PAY RANGE:  $156,083.20 to $185,328.00 annually + $12,500 stipend

JOB SUMMARY: Th Perinatal Co-Directors work with a team of midwives, primary care providers, obstetricians, nurses, nutritionists, social workers, medical assistants, health educators, the Perinatal Program Administrators and other staff to oversee program development and ensure the coordination and delivery of quality services in CommuniCare+ Ole Health Centers’ (CCOLE) Perinatal Program at specific clinical sites. CommuniCare Health Centers is a federally qualified health center providing comprehensive patient-centered primary care services including medical, dental, substance abuse treatment, mental health and outreach services to low income, multi-ethnic, uninsured and underinsured populations.  1 Co-Director will be assigned primarily to Salud Clinic and other administrative duties, and 1 Co-Director will be assigned primarily to Hansen Family Health Center and Davis Community Clinic.

EDUCATION, EXPERIENCE, TRAINING

  1. Graduation from an ACNM accredited program and board certification by the American College of Nurse Midwives.
  2. Must maintain Sutter Davis Hospital Birthing Center privileges.
  3. Administrative and supervisory experience recommended.
  4. Successful experience managing budget guidelines strongly preferred.
  5. Bilingual Spanish/English preferred.
  6. Demonstrated ability to assume responsibility and to work independently as well as in a team.
  7. Ability to problem solve creatively for improved service delivery.
  8. First/Third trimester ultrasound skills, First Assist certification encouraged.

KNOWLEDGE OF WORK

1. Demonstrated knowledge of local health care delivery system.
2. Experience working in a multi-disciplinary team delivering comprehensive care to women.
3. Experience working in both inpatient and outpatient settings and a demonstrated commitment to comprehensive care for low-income women and high-quality health care.
4. Experience working in a busy environment, often under pressure, without compromising accuracy, attention to detail, and courtesy to clients, staff and other agency staff.

 

DUTIES AND RESPONSIBILITIES

1. Shares oversight of program planning and administration for midwifery services provided at CommuniCare Health Centers with other PN Associate Director and collaborates with Sutter Davis Hospital (SDH) midwifes and physicians and CCHC CMO in overseeing programmatic issues in the Collaborative Practice.
2. Active member of the CCOLE Clinical Leadership Team, offering input regarding operational, clinical, and strategic issues impacting the organization.
3. Assists the CMO in preparing and analyzing perinatal related reports.
4. Works with finance department to create and maintain program budgets.
5. Serves as a midwife clinician, seeing patients in clinic and taking call in the SDH Birth Center for approximately 60% of FTE. [This may fluctuate from week to week and does not necessarily reflect 60% FTE of scheduled clinical time.]
6. Provides leadership and direction to CCHC midwifery staff at assigned clinical site, co-facilitates monthly midwife meetings, and works with Perinatal Program Administrator to co-facilitate monthly all Perinatal staff meetings.  Ensures assigned staff are updated regularly on program quality improvement, client satisfaction, and outcome measures.
7. Alternates with other PN Co-Director as the CCHC midwife liaison to SDH nursing, midwifery, physician, and administrative staff to ensure quality and coordination of inpatient midwifery services within a Collaborative Practice model of care.
8. Responsible for oversight of the midwife call and clinic schedules in collaboration with the other PN Co-Director and PN Program Administrators to ensure coverage of work absences for a 24/7 call schedule.     Recruit, hire, orient and train CNM staff and per diem midwives at assigned clinical sites.  Oversee credentialing and proctoring of midwives assigned to responsible clinical site for the Sutter Davis Hospital Birthing Center as well as CommuniCare credentialing systems.  Assures that midwives at assigned clinical sites are trained on systems, protocols, and billing, and provides clinical updates.  In collaboration with HR, oversees licensure, malpractice forms, and other record keeping as required.
9. Responsible for clinical quality assurance and performance improvement activities and risk management review for the midwives.     Assures coordination between physicians, clinic and hospital staff to effectively meet patient needs, perinatal program goals and regulatory guidelines at assigned clinical site.     Assists with monitoring of clinical services quality and program effectiveness.  Participates in CCOLE Quality Improvement Committee and Patient Safety activities.
10. Supervises and evaluates assigned program provider staff including midwives and CCOLE perinatal nurse practitioners and physician assistants.  With the CMO and SDH obstetricians, assures clinician competency. Regularly performs intrapartum and antepartum review of charts. Provides feedback to the assigned clinicians. Provides a peer review process including oversight of quarterly CNM case reviews and organization wide peer review process.  Promotes staff development, evaluates training needs of assigned clinicians and helps coordinate appropriate training.
11. Assists the clinic staff with the development and maintenance of risk management tools to track and follow-up high risk patients and to track and monitor lab tests, test procedures, referrals and other screens and assessments.  Attends weekly high-risk meetings with physicians and midwives and assure follow-up of meeting care plans and protocols.  Assists with the tracking of high-risk patients.  Works with CMO to develop and monitor clinical benchmarks for quality care.
12. Coordinates perinatal program services in the assigned clinic(s) with the Perinatal Program Administrator including patient flow, patient satisfaction, and other operational details.
13. Identifies and implements programs to enhance quality of care.  Works with hospital, Sutter OB/GYN, other PN Associate Director and CCHC CMO to develop and monitor program policy and procedures, clinical protocols, chart audit tools, and systems to monitor clinical performance and productivity.     Helps to develop patient education tools.
14. Alternates with other PN Co- Director to represent CCOLE midwives at the monthly Sutter Davis Hospital Performance Improvement Committee meetings, the monthly IDPC meetings, the monthly SDH OB/GYN Dept meetings and the SDH Birthing Centers Issues meetings as needed. Works with clinic staff, CCOLE CMO, and physicians on any clinical issues that are generated from these forums.
15. Collaborates with the CMO and other PN Co-Director to supervise the clinical guidelines of the CommuniCare Comprehensive Perinatal Services Program (CPSP).  Coordinates with PN Administrators and attends Perinatal program staff and provider meetings.  Conducts or coordinates in-services as needed.  Works with staff from other agencies to coordinate quality care for patients.
16. Promotes DEI initiatives within the PN dept and organization wide.
17. Assists with marketing and community outreach activities for the Perinatal Program to increase awareness and visibility of the service.
18. Coordinates with the Training and Volunteer Manager to meet volunteer needs of the program. Engages volunteers and/or students/residents to meet program needs; may include duties such as interviewing, selecting, supervising, training, and managing performance. Provides direct and timely performance and behavior feedback as necessary for volunteers and/or students/residents.
19. Works collaboratively with Human Resources and Executive management around compensation matters and will demonstrate an understanding of CCOLE’s compensation philosophy.
